Speed Limit for Meavy

Devon County Council is proposing to implement a speed limit for the village of Meavy of 40 mph as part of a proposal covering roads stretching from Dousland and Yelverton, south to Wotter.

In March 2005 a survey was conducted to gain the views of residents of Meavy on having a speed limit zone for the village. The response was very much in favour, with 28 for a speed limit of 20 or 30 mph and 2 against. Many residents expressed concern as to the excessive speed of some vehicles through the village and felt that some action to reduce speed needed to be considered.

Burrator Parish Council agreed to support the residents of Meavy and wrote to Devon County Council. The response from Devon was that they were in the process of considering speed limits on roads throughout the county. Nothing more was heard until February this year.

We now have the result of their considerations. Notice was given by Devon County Council proposing to implement a speed limit for the village of Meavy of 40 mph. This is part of a proposal covering roads stretching from Dousland and Yelverton south to Wotter. This Order was advertised in the Western Morning News on 22nd February 2007 and objections to the proposed Order had to be made no later than 16th March 2007.

Many Meavy residents have written to object to the proposal. In many respects posting a 40 mph limit is worse than having no speed limit signs. It suggests to motorists that it is appropriate to drive through the village of Meavy at 40 mph! In making their proposal Devon County Council is failing to treat Meavy on a par with other villages in the area that have narrow roads passing through. The villages of Cornwood, Lutton, Sparkwell and Hemerdon all have a speed limit of 20 mph, as does Meavy Lane in Yelverton and all other villages a speed limit of 30 mph.

Burrator Parish Council was unable to respond to the Order as notification arrived too late for consideration at the February council meeting and objections were required before the March meeting. It was therefore down to concerned residents to make their objections clear. Let us hope that the powers that be at County Hall take some notice!

Editorial

Jenny Sharp

My first edition of the Burrator Beacon has been produced, and I hope that I have been able to continue the good work done by previous editors. At the beginning of January my worry was “what if I do not get enough articles to make 20 pages?”, well as the deadline approached I was thinking “have I got enough room?” so thank you to all the people who have written articles for this edition. There is news from all corners of the Parish; football and films at Walkhampton, Bingo and alternative energy at Sheepstor and speed limits and fitness at Meavy.

The photograph shown in the Winter edition was recognised and names have been put to all the children, see page 11. Some are still residents of the parish – do you recognise yourself 50 years on?

I have introduced a ‘Dates for your calendar’ on page 19 which I hope will be useful. It will appear in each edition highlighting events up to a year in advance. If you have an event in the next 12 months that you want included please send me the details – it is an opportunity to fix the dates well in advance to avoid any clashes.

The deadline for the Summer edition is 7th June, but early submission of articles is always welcome! Details of how to contact me is given on the back page of each edition.

Clerk’s Report

Lucie A Luke

It has been great pleasure for the Parish Council to award the following grants for 2006/2007: Meavy Parish Hall £1500; Meavy C of E Primary School P.T.A £1000; Walkhampton Community Play £300; Walkhampton Memorial Hall £1500; West Devon Citizens Advice Bureau £50; Walkham Valley Scout, Cub & Beaver Group £400.  It is important to stress that we can only consider grant applications that include a recent set of accounts and explain in detail, the particular project that the applicant is trying to raise funds for and how this will benefit the parish in doing so.

Planning Applications have been steadily received and commented on without any one in particular causing great concern.

There have been various repairs and maintenance carried out to the Royal Oak Inn lately and another overview will be carried out June 2007.

The Footpath Committee has arranged further Parish Walks this year – see page 17. As always, walkers are always welcomed to walk the paths, attend our Footpath meetings and send any comments to me on the condition of our paths, so that we can take it further.

There has been a recent Housing Needs Survey carried out the Parish by the Community Council for Devon. We hope that you have all had the opportunity to complete this and we currently await the evaluation.

Chairman’s Report

The April council meeting will mark the end of my two year term as chairman of the council. This has been my second stint as chairman, having previously been chairman from May 1999 to April 2001. Being chairman has been both interesting and rewarding. I would like to thank my fellow councillors for the high level of debate in our meetings and their dedication to serving our community.

We have had many issues to deal with, but local housing needs has been the most difficult. For this as with all planning issues the council has to work closely with Dartmoor National Park. I hope that many of you responded to the recent survey on local housing needs within Burrator Parish. The council and the national park need as complete a picture as possible, particularly in getting the appropriate settlement status for Dousland, Meavy and Walkhampton for the national park’s future planning development strategy. The report from the survey will be made available when completed.

On Thursday 3rd May we have local elections, and that includes elections for the councillors on Burrator Parish Council. Parish councillors are elected for a term of 4 years. However it is a long time since we actually had an election for Burrator councillors. In both 1997 and 2001 there were equal or fewer nominations than there were councillors required in each ward, and hence all those nominated became councillors without any voting taking place.

If you feel you have something to contribute to your local community, you should think about seeking nomination. The election process begins on 19th March with the publication of the Notice of Election by West Devon Borough Council. Nominations for councillors must be submitted to the Borough Council by 12 noon on Wednesday 4th April. Perhaps this year the number of nominations will be greater than councillors required and the electorate might actually get to vote and decide who they want as councillors for their ward.

Parish Walks 2007

Following the successful series of walks last year, the Council has decided to plan a further programme for 2007. The dates to remember are:

Sunday 29th April - 11:00 am - Burrator Circuit - approx 4+ miles - bring packed lunch, duration 3+ hours

Friday 6th July - 6:30 pm - From Princetown - max 4 miles - evening walk, duration 2 hours

Sunday 30th September - 11:00 am - From Dartmoor Inn, Merrivale - approx 4+ miles, duration 2+ hours (or 3+ hours with lunch stop )

Final details will be posted on the Parish Boards at least 3 weeks before each event which will confirm more specifically the starting point, the route, distances, timings and any other information to hopefully help you to decide to come. Once a walk has been finalized, unless weather conditions dictate, this will be the confirmed route to be adopted for that particular walk. Do please join us.

Our three walks last year were very varied but equally enjoyable. The evening walk was very successful and was appropriately rounded off with a beer / meal at the Royal Oak. We have planned the Princetown walk with the same idea in mind! The daytime walks with lunch stops were well received. Although making the outing a little longer, the stop provided a convenient break to a perhaps slightly longer route than normal. The Burrator circuit should be a very pleasant walk keeping generally to the hinterland as we circumnavigate the reservoir. The final plan for the last walk, whether we take a packed lunch or opt to revert to a local hostelry after, can be decided nearer the time depending on popular demand.

Alternative Energy for Sheepstor

On Friday December 1st at Sheepstor Village Hall, Richard Pymm, from Dartmoor Association for Renewable Energy (DARE), gave an excellent talk on alternative energy schemes applicable to Sheepstor area, with an insight into current larger projects in the South West. He attracted an audience of 30+ from as far afield as Brentor and Mary Tavy, as well as more local aficionados from Yelverton, Lower Goodameavy and Meavy. There was a lively debate about the various options, including solar panels for heating/electricity, micro hydro, heat extraction from soil and water, using biomass for heat/electricity, and anaerobic digestion. Anybody who can unite local farmers to think about using ‘putrescible’ material for energy purposes deserves a medal. Maybe Sheepstor will yet return to one of its old names (before Victorian political correctness purportedly caused a change to the current one) as Shittlestor!

My thanks to Corinna Legassick & Trevor Rookes for organising the event at short notice. Trevor apologises again to the unknown couple whose telephone number got superimposed on the promotional flyer instead of Corinna’s! Whoever you are you missed a good evening, but maybe you were able to organise an alternative rave with all those who phoned you for bookings!

Many thanks also to those who laid on the food and wine. The cheese that got gourmet revues was not a goat’s cheese (my mistake) but a new cow’s milk variety called “Chaource” from the ‘finest’ range of one well-known supermarket. I’m not on a commission, but am open to offers!

We intend to take the RE theme forward with a community project, hopefully with DARE’s support. I would recommend any interested readers to have a look at their site, www.devondare.org.uk, and for locals to voice their comments to the Village Hall committee.

Walkhampton Football Club

Simon Stokes

Walkhampton F.C. was formed in January last year for a friendly against the Post Office. The turn out for the game was very encouraging and as a team decided to try and enter the Plymouth and District league. We were too late to enter last year so over this last season have organised numerous friendlies and have trained regularly once a week. Our results have been very encouraging with only two heavy defeats. Our pool of players are all from the parish which we are keen to maintain and are always on the look out to boost the squad for next season.

We now have registered with the league and would now be grateful for any support from local business or persons who would like to sponsor or donate funds to aid and support the team. We will be posting regular write ups in the Beacon and also in the local press so look out for our fixtures and results.

Meavy Garden Society

Douglas Henderson

The Meavy Garden Society meets in Meavy Parish Hall on the third Monday of the month at 7.30pm. We have a programme of guest speakers, several of whom bring plants for sale. We also have a Spring Fun Show for members in March and a Summer Show in August. We aim to attract anyone who is interested in gardening in the widest sense and our shows are for our enjoyment rather than the serious business of competition.

Our monthly meetings are advertised by poster throughout the parish. Speakers in the coming year include Tracy Wilson from the Duchy Nursery talking about “Doing a Stand at Chelsea” and David Bouch, Head Gardener at Cotehele. We also have outings to both public and private gardens. Our coach outing this year is on Wednesday 9th May to the National Trust property, Knightshayes Court near Tiverton.

The picture below appeared in the last edition of the Beacon with a request for more information about who the children were. Well, quite a few people recognised themselves from Oak Fair 1956 including Alan Delooze and David Burch who between them were able to dredge up the names of all of the others. It was taken in the back garden of Captain Hughes’s (now where Kilnford is) looking towards Radmore’s field rather than towards the council houses.

Laurel and Hardy Film at Walkhampton

The Laurel and Hardy film ‘Way out West’ will be shown at Walkhampton Memorial Hall at 7.30pm on Saturday, April 28th. This Film evening is in aid of St Mary's West End Re-Ordering Fund and is provided by Villages in Action, Get the Picture.

‘Way out West’ is 66 minutes long, made in 1937 in black and white and it features comedy, routines, and songs. Halliwell's Film Guide gives it 4 stars and David Robinson wrote in 1962 “not only one of their most perfect films, it ranks with the best screen comedy anywhere”. Come, enjoy the loveable pair again and see what you think. Tickets are: adults £5, children and concessions £3, family of 4 £15. The evening includes light refreshments and a raffle and ends with shorts. Get Meavy Moving

As I’m sure you have seen on the news and read in newspapers, there has been a push nationally to encourage our young people to lead healthy and active lifestyles. Many of the targets for physical education provision have been met by Meavy School and the children of Meavy have always been encouraged to take part in physical activity and sport. We have an above national percentage of children attending sport and activity clubs outside school and the daily ‘huff and puff’, which Meavy has been doing for over four years, is now a requirement for all schools.

Meavy School is well on the way to helping our children acquire all the ‘building blocks’ needed to develop lifelong participation in physical activity. That doesn’t mean that we can sit back and relax! The best way to encourage our children to be active is to provide positive role models – us! If you would like to help us set a good example for our young people here are two ways that you could get involved.

STEP CHALLENGE

  How physically active are you on a day to day basis?

  How do you know?

The school has a set of 30 pedometers that we would be delighted to loan out to members of the local community for a three week challenge. The pedometers simply fit onto your waistband or belt and record the number of steps you take. Over the three weeks you would be encouraged to increase the amount of steps you take. The only records to be kept will be your own personal targets that you set yourself – no activity league tables we promise! We would ask you to fill in a simple evaluation to find out if the process had been useful and if you felt that it had helped to increase your daily activity.

RACE FOR LIFE 2007
Race for life is a 5km walk/jog/run for women with the aim of raising money for Cancer Research UK. Meavy School traditionally enters a team of ‘Meavy Maids’ – parents, teachers, daughters, and friends – to this fun event. This year the Race for Life is at the Hoe on 10th June at 11.00. Each year we try and have more people involved and last year 17 of us completed the event! You can enter online at www.raceforlife.org or ring 08705 134 134. Sheepstor’s Open Gardens

The weekend of 9th and 10th of June is Sheepstor’s Open Garden Weekend in aid of Sheepstor Hall. The exact timing isn't settled yet but likely to be from about 11am - 4pm or similar. At the last count there were about 6 gardens likely to be open, with refreshments and tickets on sale from the Village Hall on the actual days. Alan Delooze

I am seeking information about Mullicraft cottage at Burrator. This is where my Grandfather Louis Creber was born and for a number of years I have searched in vain for any picture/photo or drawing of this building before or whilst it was being demolished.

I have quite a number of old postcards and views of the area which unfortunately just miss the location. Mullicraft cottage is often confused with the old buildings lower down at the road junction which are also referred to as Mullicraft. The cottage was further up the hill on the right side of the road near the leat. I would like to hear from anyone who remembers a black 1934 Bentley Park Ward Saloon which I purchased in 2003 as the 13th owner. The Burrator connection is that the 4th owner, between 1957 and 1958, is listed as Mrs H. B. Paul who lived at Greystone, Sheepstor, (currently the home of Patrick and Anne Drennan). Eyes Down at Sheepstor

A Bingo evening was held at Sheepstor Village Hall on Friday 16th February, when about 25 people of all ages joined in the fun. With Helen & Mike calling the numbers, pens were eagerly poised ready to cross out or circle numbers. Calls for winning lines & houses were heard from all ages. 10 games were played in total, with a short break for refreshments, kindly provided by the village hall committee members, after the 5th game. The bingo games were followed by a raffle at the end of the evening. A total of about £80 was raised for village hall funds, and a thank you to everyone who attended.

Future events planned include an open garden event; see above, and a talk evening in October.

Advertising

The charge for adverts is £10 (inc. VAT) per advert per single issue or £28.20 (inc. VAT) per advert for 4 issues. One full page advert costs £35.25 (inc. VAT) per single issue. Adverts must be booked and paid for in advance. Cheques made payable to Burrator Parish Council and sent to the clerk. We have 800 copies distributed free of charge to every household in the Burrator Grouped Parish. The Burrator BEACON is also on the parish council website, so why not take the opportunity to publicise your business.

Apart from providing information from the council, the web site can be used by any business within the parish to advertise and attract new business. This service is provided free of charge to all council tax and business ratepayers within the parish.
